Is there any plan to implement SOAP 1.2?

I plan to implement SOAP 1.2. But not scheduled yet. From the interoperability point of view, I had a bitter experience under SOAP 0.9->1.0->1.1. Also, SOAPBuilders Interop community seems to stay around 1.1. So I'm waiting SOAP 1.2 WD to go Candidate Recommendation.
